According to survey of 2,000 people conducted by the Consumer Electronics Association (or CEA), spending on electronic devices by shoppers is projected to grow by 3.5% in the 4th quarter — about half the rate for the same period last year.  Projected winners include cell phones (with spending expected to increase 11%), while the association expects computers to suffer a one percent decline in consumer spending.  The New York Times Oct. 20, 2008
